1 army killed another wounded in a shooting incident in Marawi City

A soldier was shot and killed while his companion was wounded while they were having their marketing in Pangarungan Village , Barangay Moncado Colony, Marawi City yesterday at around 10:30 in the morning of December 29, 2015.
Marawi City Director PCI Parson J Asadil in a text message identified the slain army as  Sgt John Bernas Saballe as pronounced by attending physician as dead on arrival at Amai PakPak Medical Center in the said area.
Asadil further said that PFC Sofronio Saliling Grame, Jr was wounded and was recuperating in the said hospital after they were shot by unidentified suspects using undetermined firearms.
The victims were assigned at 65th Infantry Battalion (IB) of the 9 Infantry Division (ID) based in Saguiaran, Lanao del Sur. 

 Authorities are still conducting hot pursuit operation while motive is still to be determined.

Slain church worker family seeks justice

Talusan, Zamboanga Sibugay-   Relatives , friends, supporters and priests  are shouting for justice  for the  slain church worker and  two  other   who were allegedly  brutally slain by members of the Provincial police. The town municipal officials are also appealing to higher government authorities in seeking justice  and  punish those perpetrators  and conspirators in the blatant incident as what the PNP called as " One Time Big Time"  operation in their Lambat Sibat Program.

In his letter to Congresswoman Belma Cabilao, Talusan Mayor Engr. Orlando Ajero Ramiso stated that last December 8, 2015 at around 3:00 in the early morning, the house of Bisilisa “Kiking” Lim-Llanos,the former town councilor  and government employee  and treasurer of local church was brutally killed  by the Zamboanga  Sibugay Police Provincial Mobile Force (ZSPPMF) due to the incident with maliciously obtained  and service  of search warrant  to the couple Noel Llanos and his wife Basilisa Lim –Llanos who were accused  of being Drug Lords and in violation of R.A. No: 10591 or Comprehensive firearms and Ammunition Regulation Act.

Supt William Gadayan, chief of the ZSPPMF said that the operation was implemented based on the search warrant issued by which it is not clear who issued the said search warrant.

"The incident was made with malice, criminal intent and cloth with political scenario where ZSPPMF is too numerous  to conduct the search warrant  and the vehicle used were the provincial dump trucks ,that in my mind  the issuance of  search warrant  but the real intention is to kill Kiking Lim-Llanos”, Ramiso stressed in his communication letter.

Ramiso stated that  prior to the service  of search warrant,  the  PNP raiding team did not inform Llanos family instead  some PNP personnel climbed on the wall and in  the roof  of their residence  and destroyed the steel gate  to get inside the premises.

The husband Noel went out and fired a  warning single shot in the air, believing that robbers are in their house for it was experienced with their family who already experienced  when one of their relative was kidnapped. The peace and  order situation is not yet stable. “It was with doubt why they did not shot the husband but only the wife “ Ramiso  said in his letter.

He added that the PNP team searches all the premises inside and outside, a violation of the procedure under the Revised Rules of Court in the conduct of service of search warrant. Name plates were detached and other used bonnets to conceal their identity.

“ After the raiding team left, it was discovered that jewelries and money of the victim including the  church money were lost and somebody in the vicinity saw that one of the  PNP raiding team took it”, Ramiso disclosed in his letter.

Almost the same hour on the same date, the same incident occurred in the house of Bantay Dagat employee, Edris Muhamamd who was also killed and simultaneously hit and killed his cousin Nasra Muhamamd who was a four month pregnant. His wife Lydia was also hit in her stomach, left leg and thigh. Alabaina Muhammad and a four (4) month old baby Fatima Ayessa  Muhamamd  and Papay Jawari were also hit by stray bullets. Luckily the son’s victim survived when he jumped into the sea.

 “The reason behind was that search warrant was improperly served “,Ramiso stressed.

The house of Julito Bacalso, Assistant Head of  Municipal Treasurer's Office was also destroyed.

Ramiso also disclosed that Cafgu detachment was also confronted with the PNP in the wharf area and mounted a 60 caliber and ordered to lay their firearms in which the Cafgu did not obey and instead Cafgu commander ordered to get ready for a possible bloody confrontation but it was settled when the elements from 44th Infantry battalion arrived.

Ramiso is now appealing to higher authorities to help them for whatever advice, legal measures in order to seek justice  to the victims,to their constituents  who at present in trauma due to the massive burst of gunfire  that happened in the thickly populated area.

Meanwhile, a prayer rally will be held at Ipil Cathedral in Ipil,Zamboanga Sibugay today,organized by Ipil Diocesan to ask justice for the innocent victims.

Father Ondoy of St. Vincent Parish church said the incident was a barbaric operation because of wrong system which the couple should not be treated as criminals, hoodlums, notorious and wanted persons.”  This  is a human rights violation in which they made  illegal entry in the couple house and a brutal killing was executed”, Ondoy said.

Father Ondoy is also seeking help to PNP Chief Director General Ricardo Marquez for an investigation to the Provincial commander of  Zamboanga Sibugay Supt. Cleve Tabuso.

Judge Josefino Bael of Imelda RTC Branch 31, said the search warrant was not properly executed or implemented by the PNP.

Father Ian Conturno, Ipil Cathedral Parish Priest  was alarmed after the killing of Lim-Llanos. He claimed that he knew Lim very well and clarified that Lim is an innocent person. “We will seek justice to this brutal killing, the PNP command should be investigated and all other PNP personnel who were involved in an early dawn raid” Conturno said.

The family of Lim is set to ask the assistance of the Bureau of Investigation and the Commission on Human Rights for them to have justice in the killing of Lim-Llanos and the two victims.

JICA allocates PhP300M for 2016 MinSAAD project in Lanao del Norte

ILIGAN CITY -– The Japan International Cooperation Agency (JICA) has allocated PhP300 million to finance the implementation of Agrarian Reform Infrastructure Support Project-3 (ARISP-3) next year in Lanao del Norte.
Jamil Amatonding Jr., Lanao del Norte agrarian reform officer, told the Philippines News Agency on Tuesday the project is implemented through the Mindanao Sustainable Agrarian Assistance Development (MinSAAD) project.
Amatonding said the province of Lanao del Norte, which is part of Region 10, is among the identified areas that will be covered by the MinSAAD project.
The other areas covered by MinSAAD project are Regions 11 and 12.
MINSAAD is a joint project of the Philippine government and JICA and spearheaded by DAR in cooperation with other national line agencies.
Amatonding said MinSAAD aims to alleviate poverty, develop agribusinesses, generate employment, promote peace and order as well as improve the quality of life through the provision of rural infrastructure and capacity building in the target settlement areas.
Amatonding said he has prioritized the rehabilitation of the Lanao del Norte provincial road going to Nunungan town since the farmers in the area have poor access to the market although they produce high value crops.
He said the Municipality of Nunungan can be compared to Baguio as far as production of high value crops is concerned. (PNA

DAR distributes farm machinery to five towns in Lanao del Norte

 At least five towns in Lanao del Norte have each received farm machinery from the Department of Agrarian Reform (DAR) through its “Agrarian Reform Community Connectivity and Economic Support Services (ARCCESS)” program during the formal turned-over ceremony held at Gazpachos’s Bar and Restaurant in Pala-o, Iligan City, on  October 26,2015. 
        The farm machinery , which cost more than Php 15 million, consists of five Tractors, Corn Sheller, Floating Tiller, Trailing Harrow, Disc Flow and Five ton Trailers provided easy access to more than 2,500 agrarian reform beneficiaries. 
         The turned –over ceremony was attended by DAR-10 officials, provincial and municipal officials and other concern individuals.
          Other invited officials include Governor Khalid Dimaporo and first district Rep. Imelda Dimaporo, all of the province of Lanao del Norte. 
           On one hand, Matungao town Vice Mayor Dr. Jabbar Azis lauded the efforts of DAR and the beneficiaries for the successful implementation of the project.
           On the other hand, the beneficiaries thanked the DAR for providing the funding through its Common Services Facilities (CFS) under ARCCESS projects.                 
           PARBO II Jamil Amatonding, Jr is hoping that with these facilities more ARBOs will be benefitted in the area.
            “I am hoping that more development will spill over in the province with these facilities and I am appealing to other beneficiaries to monitor the projects implemented by the leading groups”, Amatonding said.
             During the turned-over and the formal signing of the project, DAR regional director Faisar Mambuay ,AL HADJ,CESO IX briefly explained the Agrarian Reform Community (ARC) development program strategies. 
             “These CSFs under the ARCCESS are part of the support services program implemented in the ARCs”, Mambuay said. 
                Mambuay also underscored the significance of the project to the ARC beneficiaries toward rural development

Maranao offended by Eat Bulaga’s host in a Halloween TV show

Iligan City- More than a thousand Muslim demonstrators gathered at the public plaza at the Islamic City of Marawi  in protest  to a popular noontime television show where hosts donned an Arab  costumes during their special TV show,Halloween party last Saturday.

The protesters aired their mixed reactions after comedian hosts Senator Vicente “ Tito” Sotto III and Joey De Leon wore an Arab costumes during Eat Bulaga’s Halloween party show.  
The rally in Marawi was held following Autonomous Region in Muslim Mindanao (ARMM) Governor Mujiv Hataman issued a public statement and demands a public apology.
Hataman and other Muslim Filipinos who saw it as an insult and demanded that Sotto and De Leon should apologize to the Muslim Filipinos as they are trying to portray Muslims are often troublemakers or terrorists.
In Marawi City’s rally, the protesters torched photo of Sotto and De Leon in a printed tarpaulin at khadijah Mohammad Islamic Academy Inc. (KMIA).
Aga khan “Bin Laddin “ Sharief, the Marawi City rally organizer said,  the demonstrators  like Hataman also demanded a public apology from Eat Bulaga’s hosts Sotto and De Leon.  “Muslims considers donning of thobe  and a keffiyeh or kufiya around their head is disgusting ,disrespectful, shameful, racist  and insensitive”,  as Sharief quoted  some of the comments posted in the social media.
Student leader, Mohammad Ali Kanapia Sharief said Sotto and De Leon should not wear a “Kimon” which the Muslims consider it a sacred. He challenged Sotto to wear it during his birthday and during senate session but not during Halloween party with other monsters.
“Many Filipino Muslim were insulted after a TV hosts wore it at a time when most Filipinos are observing All saints and All Souls days in the cemeteries all over the county”, Sharief stressed.

Meanwhile, Sotto in a national radio statement said that he used to wear Arab costumes in his movies and since he became a movie actor.

Lala, Lanao del Norte - The Memorandum of Agreement (MOA) of the CPWASH Project in El Salvador, Lala, Lanao del Norte was launched and witnessed by PARBO II, Jamil P. Amatonding, Jr with his CARPO for PBDD Engr. Alexander A. Lomondot   and staff. Mayor Allan Lim of Lala, Lanao del Norte and MARPO Yamashita Paderanga and the proponent ARBO, El Salvador Farmers MPC last May 5, 2015 at 9:00 am to 12 noon.   
The Regional and Provincial CPWASH point person were also presented during the said activity due to the fact that the DAR Central Office approved the implementation of another CPWASH project in Lanao del Norte which will be implemented in El Salvador, Lala, Lanao del Norte. Thus, this activity realized.
The said activity was held at the barangay Hall of El Salvador,Lala ,Lanao del Norte. No less than the Mayor of Lala Honorable Alan  Lim and PARBO II Jamil P. Amatonding, Jr jointly signed the MOA representing  the LGU of Lala and DARPO , Lanao del Norte respectively after they have delivered their message to the launching and MOA signing activity.

                          BUB Projects in Lanao del Norte still set for turn-over this year 2015
The Department of Agrarian Reform (DAR) provincial office of Lanao del Norte had monitored the BUB projects’ status. PARBO II, Jamil P. Amatonding, Jr directed his BUB point person Engr. Abulkhayr Ismael to conduct a final inspection with P.I.O. Mr Mohammad P. Pangandaman.
During the said inspection for BUB projects in Lanao del Norte, Engr Rolan, BUB point person from the region also joined the inspection.
Based on the following BUB projects listed below, it was found out that most of it are ready for turnover considering the fact that those projects have attained one hundred (100%) percent physical accomplishment except for the completion of Banana Catchup Processing Center in Tubod, Lanao del Norte which is not yet ready for turnover.
Hereunder, were the lists of BUB projects implemented in Lanao del Norte being monitored by the DAR Provincial Office of Lanao del Norte with its respective appropriation under DAR-BUB and LGU appropriation to wit:
1.      Concreting of corner Pulang Yuta to Tulatulahan at kapatagan, LDN with 160 –linear meter a DAR-BUB with the amount of Php 1,020,000.00 with LGU-Equity amounting to Php 102,000.00. The remark is completed and turn- over will be on April 1, 2015.  
2.      Support Service delivery (Multi-Purpose warehouse with cold storage and solar dryer) a DAR-BUB with the amount of Php 4,500,000.00 with LGU –EQUITY amount of Php 225,000.00 with a total cost of Php 425,000.00. Completed and ready for turnover. 
3.      Foot Bridge with 40 linear meter located at  Adapun, Ali, Balo-I, Lanao del Norte a DAR-BUB amounted to Php 500,000.00 with LGU-Equity amounting to Php 78,700.00 with a total project cost of Php 578,000.00 and completed and ready for turn-over.
4.      A Day Care Center located at Nangka, Balo-i, Lanao del Norte a DAR-BUB  amounting to  Php 300,000.00 with LGU-EQUITY with the amount of Php 45,000.00 with a total cost of  Php 345,000.00 and already completed  and ready for turnover
5.      A Day Care Center located at Cadayunan, Balo-i, Lanao del Norte DAR BUB  amounting to  Php 300, 000.00 with LGU-Equity with the amount of Php 45,000.00 with a total cost of Php 345,000.00 and ready for turnover. 
6.      Day Care Center, Cormatan, Balo-i, Lanao del Norte, DAR –BUB- amounted to Php 300,000.00 with LGU-Equity with the amount of  Php 45,000.00 and a total cost of Php 345,000.00 and ready for turnover.  
7.      Day Care Center located at Landa, Balo-i, Lanao del Norte, a DAR-BUB amounted to Php 300,000.00 with LGU-Equity with the amount of  Php 45,000.00 with a total cost of Php 345,000.00 and ready for turnover.  
8.      Day Care Center located at Sigayan, Balo-I, Lanao del Norte a DAR-BUB amounted to Php 300,000.00 with LGU-Equity amounting to Php 45,000.00 with a total cost of Php 345,000.00 ready for turnover

DAR provides Multi –Purpose Warehouse under BUB 2013 funding in Matungao 

Iligan City -  A contract signing for a BUB project under 2013 appropriation was executed by and between the Department of Agrarian Reform  (DAR) Provincial Office of Lanao del Norte represented by PARBO II,  Jamil  P. Amatonding, Jr and JIZAN Builder, who won the bidding, represented  by Mr. Pundatu Macasimbar, proprietor of JIZAN Builder.

During the contract signing, the members of the Bids and Award Committee were present to witness the contract signing.

After the issuance of a notice to proceed, the project contractor started the implementation and it was constructed in Barangay Puntod, Matungao, Lanao del Norte which is now 100% percent completed and still ready for turnover this October 2015.   

The said project has a total project cost of Php 4,725,000.00 and the appropriation under the BUB 2013 is Php 4, 5000,000.00. The implementation was done on a By Contract Mode with the JIZAN Builder.



                      DAR turned-over 2014 GPBP FMR in Kapatagan       

Kapatagan, Lanao del Norte – On April 1, 2015 at about 1:00 P.M. two young leaders PARBO II, Jamil P. Amatonding, Jr of the Department of Agrarian Reform (DAR) Lanao del Norte and Mayor Benjie Y. Baguio of Kapatagan, Lanao del Norte, with the presence of their staff and all the barangay officials of Pulang Yuta and Tulatulahan graced the turned-over ceremony of the said project. CARPO for PBDD Engr. Alexander A. Lomondot and the OIC MARPO of kapatagan, Diana L. Muscad also graced the said turnover activity.  

The above mentioned project already attained a 100% accomplishment on site based on a joint final inspection conducted last February 2015 with the inspectorate team from the Regional and Provincial Office of the DAR-10 and the Technical Team from the municipality of kapatagan, LDN. The size of the project completed is 160 Linear Meter with a total Project cost of Php 1, 222,000.00 of which the approved budget is Php 1,020,000.00 with an LGU Counterpart Equity amounting to Php 102,000.00.

The cutting of ribbon was held at Barangay Tulatuhan and the Program was at the Barangay Hall of Tulatulahan, Kapatagan, LDN.

During the program, Mayor Benjie Baguio delivered his message for the successful turned-over of the said project and PARBO II, Amatonding, Jr. likewise delivered his message that includes the project brief and the Barangay Officials of the proponent Barangay expressed their thanks to the DAR Provincial Office of the LDN for their full support in the successful implementation of the project.

ILIGAN CITY, Oct. 29 (PNA) – The Department of Agrarian Reform (DAR) has distributed PhP15 million farm equipment to farmer cooperatives in five towns of Lanao del Norte.
Lanao del Norte Provincial Agrarian Reform Officer Jamil  Amatonding Jr. told the Philippines News Agency the beneficiaries are the following cooperatives: Maria Cristina Coconut Farmers Multi-Purpose Cooperative of Baloi; Pangi Farmers Multi-Purpose Cooperative of Matungao; Rebucon Farmers’ Cooperative of Sultan Naga Dimaporo; Rebe Multi-purpose Cooperative (MPC) of Lala; and, Palao Agrarian Reform Community (ARC) Cooperative in Tubod.
Amatonding said the five cooperatives have more than 2,500 farmer-members. They received tractors, trailing harrows, disc plows, corn sheller, floating tillers and five trailers.
Amatonding said the turnover of the equipment to the beneficiaries, which was held Monday, was witnessed by DAR Regional Director Faisar Mambuay; Lanao del Norte Gov. Mohammad Khalid Dimaporo; first district Rep. Imelda Dimaporo; and, Matungao Vice Mayor Jabbar Azis.
He said the farm equipment were acquired through DAR’s Agrarian Reform Connectivity Economic Support Services (ARCCESS).

Marawi City police chief killed in ambush

Marawi City's police chief,  P/Supt. Abner Wahab Santos, was ambushed and shot to death Saturday afternoon in the city's Barangay Basak Malutlut.

According to investigators, Santos was in his vehicle, having just come from meeting when he was ambushed by gunmen.

The suspects fled the scene on a black SUV and on motorcycles.

Both police and military units have joined forces and are now in pursuit of the suspects. — MR/DVM, GMA News

TENSIONS GRIP DEPED MARAWI SCHOOLS DIVISION OVER DESIGNATION ORDER OF THE OIC PRINCIPAL

Marawi City – TENSIONS GRIP THE Marawi City Schools Division as hundreds of supporters from both camps gathered at the Dansalan National High School (DNHS) Compound for the installation of  an OIC principal of the said High School.    The group of Asst Supts Zenaida Unte and Farida Sansarona attempted to install Teacher III Norma Mangorsi as OIC Principal of DNHS replacing Head Teacher Almaira Bato.
The order came from OIC Autonomous Region in Muslim Mindanao- Department of Education (DepEd) Secetary, Dr. John Magno which was served and implemented by Zenaida “Cheke” Unte and Pharida Sansarona.   Unte and Sansarona said, “We are just following orders.” Both School officials later agreed to the request of Vice Mayor Salic to defer the implementation of the order for a week. Marawi City Schools Division Superintendent Mona A. Macatanong opposed the installation attempt claiming that the order is unlawful. “ That order of Sec Magno is in violation of the writ of preliminary injunction which was promulgated on June 20, 2014 and writ of mandatory injunction which was also promulgated on August 19, 2015  issued by Honorable Presiding Judge Rasad G. Balindong, Acting Presiding Judge of Regional Trial Court ( RTC) 12th judicial Region, Branch 8-Marawi City”, Macatanong stressed. In addition, she said the   designated teacher did not report to her on the said designation as she could have advised her on the designation, that the position is not yet vacated and that she is the proper authority to implement the order. She said,” I am concerned with the implementation   of the rule of law.”
The tension was defused through the timely intervention of City Vice  Mayor Arafat Salic and  Marawi City Police Director, Supt. Al Abner W. Santos who arrived and tried to pacify both camps.. Vice Salic asked the affected school officials and supporters to calm down and settle the issue peacefully. Vice Mayor Salic asked the parties for a one week moratorium to settle the issues. He said no installation will take place within one week until the issues are resolved peacefully.  On the hand Police Director Santos said the police will only maintain the safety and security of the people and will not interfere with the installation, as the issue could be settled by the school officials themselves and the local government officials.  Macatanong stressed that the said order from Magno is illegal. She said the legal opinion of the Civil Service Commission   issued through CSC Regional Director Leopoldo Robeto W. Valderosa, Jr. stressed  that “ … the power to appoint is reserved to the Regional Governor. Thus, the orders of designation of the regional office, as long as issued by the Regional Governor, shall prevail…  In like manner, designation issued by the Regional Secretary, if not concurred, is void considering the power to appoint carries with it the power to designate, reassign and even discipline.”  DepEd Regional Secretary John Magno designated Mrs. Norma B. Mangorsi, Teacher III as OIC Principal of Dansalan National High School (DNHS) replacing Mrs. Almaira M. Bato, Head Teacher and directed the Schools Division Superintendent to ensure the implementation of the order.
According to Macatanong upon assumption to office,  Dr. Magno as secretary in the DepEd –ARMM had abused his authority in discretion by revoking legal designations  without due process in replacing  them by unqualified ones. She said that  Mrs . Salamona Tawagon, principal 3 designated district in- charge now replaced by  Didato Monto, a principal 1, Mrs Mangondaya, principal 2 was replaced by Linda Salic, Principal 1., Bedorie Hadji Osop, Principal  1  replaced  by Ubar Acraman, Teacher  1, Myra H. Manan, Head Teacher replaced by Noraida Acraman,Teacher1.
Newly appointed Teacher 1 was designated without experiences were designated Division area coordinator. “Where is the Daan na Matuwid ? ,Next in ranks are no longer observe in the DepEd- ARMM”, Macatanong said.

Warden Reyes lauds Mindanao Dreamers for medical and insurance assistance to inmates

Iligan City – BJMP Warden Jason Guy Reyes lauded the officials and leaders of Mindanao Dreamers Fans Club Association, Inc  (MDFCI) including its national chairman /founder Ernesto Loyao  for its bold mission  to tap the BJMP.
The MDFCI recently introduced a privately-funded social assistance projects to the inmates of the BJMP, known as the “Piso mo, Buhay ko” initiative.  Under the MDFCI system registered members would pay a P120.00 membership fee and a monthly dues of Fifteen (P15.00) pesos. 
Members who get sick and would need medical attention would be provided with cash taken out of the pooled funds of members. One pesos will be deducted out of each member for every member who gets seriously ill.  If there are three members, P3.00 will be deducted.
According to an officer of the BJMP, this is a good development under Reyes’ watch, as he is only looking what is best for the inmates.  Reyes is known as the project oriented city warden in Mindanao and has been a recipient of numerous national recognitions and citations for jail management and innovation.
Reyes said this is the kind of assistance needed for BJMP residents who are frequently deprived of basic services supposed to be provided by government agencies.   The P1 assistance for members who needed medical attention will be taken from one hundred (P100.00) pesos from each members.

Infrastructure MOA signed between LaSur provincial government and municipal LGUs

Marawi City, Lanao del Sur-  Thirty-nine municipal local government units of this province led by its mayors  entered into a memorandum of agreement with the provincial government headed by Governor Mamintal “Bombit” Adiong,   Jr held at the provincial capitol complex.    

The infrastructure project worth P2 million per town will be implemented by every recipient municipality based on the needs of the municipality. The budget shall come from the internal revenue allotment of  Lanao del Sur, particularly from the 20 percent development fund.   

“We received these requests from June to this month and the projects range from a municipal complex road network, expansion of a rural health unit, a municipal parameter fencing, road repairs and rehabilitation, farm to market roads, barangay roads, multipurpose and open gymnasium, a box culvert with access road, municipal guest  houses, municipal hall buildings,  multi-purpose covered courts, and a public badminton building,” Adiong said. 

The MOA signing was attended by Governor Adiong and eleven mayors with their treasurers and representatives. Local executives who were not able to attend the ceremony can still transact with Trust Fund Unit inside the Executive Building by complying with all the needed requirements so that the checks can be released to their respective treasurers. 

Engr. Dimasira Macabando, Jr, the Trust Fund Unit head disclosed that all projects implemented will be monitored by the provincial government. Failure by any municipality to complete the project after submitting all the liquidation documents bearing the expenses incurred, the provincial government shall continue the project. “The project of each municipality has a 40 day maximum completion date upon the submission of all the requirements by each municipal LGU and the release of the funds to them,” Macabando said.   

“We have complete faith in our mayors that they shall abide with what we have agreed, we look forward to seeing all these projects implemented, hopefully within the year so that immediately our municipal constituents can be benefitted as the requests really came from them through their leaders,” Adiong said.

Iligan City - Two lawyers here over the weekend debated over the question: Is mayor Celso Regencia a victim or not of injustice?
 
Atty. Samson Dajao was on the affirmative side. "Yes."  Atty.  Rejoice Subejano was on the negative side as in  "no he is no a Victim of injustice."  To note mayor Regencia as of press time is at large following the issuance of an arrest warrant by Judge Marissa Estabaya of the Regional Trial Court, Branch 44 at Initao, Mis. Or. who has jurisdiction of the case involving the ambush of Cong. Vicente Belmonte Jr. last Dec ll.  

Three counts of murder and 4 counts of frustrated murder was filed vs. the mayor and 9 others. Dominador Tumala who was found a few days after among the bushes in the vicinity wandering aimlessly is the principal witness. Initially when people first saw him there he was thought to be a person who did not have control of his mental faculties
   
Moderator of said debate was Atty.Ver Quimco who kiddingly referred to it as "sinabligay ug laway" (throwing saliva") between the two. Each lawyer was given ten minutes each 7 for constructive speech and 3 for interpolation by the other.

Dajao a former prosecutor drove home the point in his speech that the issuance of the warrant was done in a hurry. Without due process, he articulated. Panel of prosecutors just decided that there was probable cause to indict the mayor et al.

Subejano on his part questioned Dajao that in order to be considered that there was injustice and that his human rights were violated, was he not given the right to get a lawyer "of his choice"? In the person of Atfy. Orlando Salatandre?
   
Dajao answered in the positive. Therefore no injustice, Subejano concluded and that Belmonte only had a lawyer from the city obviously referring to him (Subejano). He added Salatandre lawyered for Ecleo who was convicted of killing his wife.  And also for Dennis Roldan accused of kidnapping.

Dajao though went on to say that "there were two affidavits submitted by Tumala. Per his info one affidavit had named ano

her person mastermind but in another a later one.  Regencia was already named the mastermind. Subejano said that it was the CIDG who had studied on the matter.

Dajao also brought to the attention the fact that the DILG who was involved in the case was under DILG Sec. Mar Roxas Liberal under which Belmonte belongs. That is why he said the warrant was out fast.  Thereby, saying that no time was given for the motion for consideration on Regencia's side for a motion for reconsideration for judicial determination of probable cause.

 Subejano said it was the CIDG that had gone over the documents and that "there was sufficient time allowed as "it took six months" and that there were 3 clarificatory hearings.
 
 Dajao through all these was poised to rebut all Subejano had said even as Quimco the moderator appealed to Iligan Light and Power to postpone the scheduled 8:00 am brownout as he appealed too to listeners to be "objective" about it.


 At 8:00 am though the power outage occurred and everybody was left hanging as the 2 protagonists including the moderator were silenced.

Those who spread such issue in social media is just making black propaganda vs. the administration.     

 To note Marzo's six months stay as mayor will end October of this year. But with the arrest warrant of mayor Celso Regencia in connection with the ambush of Congressman Vicente Belmonte Jr. last Dec .ll and with  Regencia still at large there is a possibility that Marzo's acting term as mayor here will be extended.

Iligan City - At about 2:50 in the morning of Aug. l8, police station 5 at Poblacion under Police Sr. Inspector Jupiter James Bandrang investigated a report of a shooting incident at  Purok 5 Saray.sehyisehyisesehyi

Per said investigation, it was learned that neighborhood of said place heard several gun bursts and subsequently they heard the voice of the victim later identified as Jenard Lendon , 33,  resident of said address.

Lendon saying "agay".  After which a voice said "tiwasi uloha Kay wa pa mamatay.". After which another gun burst was heard.
   
Investigations further revealed that victim had been newly discharged from the Iligan Reformatory  Center.

Based on the experience, the youth are the most affected in every war in Mindanao. Their schools, a place where they learn an honest, dignified and productive kind of living, became the shelter of their mother, father, and siblings to avoid the unwanted image of war. 

The Bangsamoro Basic Law (BBL) is not just a law with no meaning. The youth as the prime beneficiary of the said law is the vanguard of attaining its genuine meaning and lasting effect. The foundation of a strong nation is the youth, which are properly guided by the principles written in the history books that are kept in school buildings. Once peace is just an ambition, now it is one step ahead to achieve.


The various Moro Youth Movements in Mindanao now demand the immediate passage of the CAB-based BBL.

Ferrer visits Munai for brigada eskwela

Munai, Lanao del Norte – Chief negotiator of the Government of the Philippines –MILF peace panel Miriam Coronel Ferrer visited this interior town in the province last June 8,  for her last leg of the extended Brigada Eskwela spearheaded by the Office of the Presidential Adviser on the Peace Process (OPAPP) together with the 2nd Mechanized Infantry Brigade, 15th Infantry Battalion, 5th Mechanized Infantry Battalion, Department of Education (DepEd), Lanao del Norte and the Local Government Unit  (LGU) of Munai, Department of Health (DOH) and Task Forces for Campas Transformation.  School children came from Old Poblacion where  MILF’s Camp Bilal is located, Tambo and Panglao saw soldiers and Bangsamoro Islamic Armed Forces- Moro Islamic Liberation Front ( BIAF-MILF) worked together to repair school buildings damaged by armed conflict. The soldiers also offered free haircut and dental outreach.

Brigada Eskwela is a symbolic part of the normalization process when the combatants start to work together in rebuilding and development efforts in areas where is devastated by conflict.
 The MILF’s peace deals with the government – the 2013 Framework Agreement on Bangsamoro and the 2014 Comprehensive Agreement on Bangsamoro – aim to transform rebels into peace and development advocates.
 The Brigada Eskwela started in Butig town in Lanao del Sur; Pikit, Cotabato, and in Pagalungan in Maguindanao.
“Seeing soldiers and their former enemies work together to improve schools in areas devastated by conflicts is heart-rending,” a Maranaw school teacher said.
Soldiers and former Muslim rebels offered school children with food and medicine.
Col Gilbert Gapay, Brigade Commander of the 2nd Mechanized Infantry Brigade in his speech said that he was so thankful that soldiers are part of the DepEd’s  Brigada Eskwela which is very much significant and meaningful.  “In my almost 30 years in the service of being a soldier, I have been a witnessed and participated in many brigada eskwela in the past years, but I find that this time is a very special and unique, since we had been  working side by side with our brothers from  MILF, DepEd and OPAPP”, Gapay said.  He said everyone seen and felt the importance of education, peaceful coexistence, aiming for a better future for everybody. “ Umasa kayo na ang 2nd Mechanized Infantry Brigade,  ang AFP ay patuloy na sumusuporta sa mga programa, adhikain at mga proyekto tungo sa kapayapaan”, Gapay said.
DepEd Superintendent, Emmalinda E. Duhaylungsod has urged the leaders of the town, MILF and the parents of the school children to help them request the DepEd national  to build and establish an Integrated High School in the area.   
In his part, Munai Mayor Moammar “Wowie” Maquiling was very much elated  that Chief negotiator Ferrer  was able to attend the Brigada Eskwela despite of her hectic schedule. He was also happy for the dental outreach and free haircuts provided by the AFP. “ Thank you for having  special time to visit us here in Munai, it is very important for  us to have an access to health, especially for the dental outreach, since dental is  number one problem in this municipality, because we only have one municipal doctor”, Maquiling said.
Maquiling thanked the OPPAP ,DepEd, AFP, DOH, and other stakeholders and the counterpart for organizing Munai Brigada Eskwela and dental outreach.
In an interview with reporters, Maquiling disclosed  it is a great honor and a privilege that chairperson Ferrer visited Munai and that the AFP and the MILF worked together for Brigada Eskwela.  When asked about the Bangsamoro Basic Law?  “We are pro BBL and we are on the path for normalization, we don’t believe in war anymore”   Maquiling said. Once the BBL is approved, Munai might be included in the expanded Autonomous Region in Muslim Mindanao together with five towns that include Nunungan, Tangcal, Tagoloan, Baloi, and Pantar .  Maquiling believes that with the approval of BBL, developments will and investments come and pour to Munai.
In her speech, Ferrer told the school children and the parents that since 2010 with the signing of the peace process between the GRP and the MILF ceasefire continued in Munai. “There are only minimal problem like of the incident occurred in Mamasapano”,  She said.  She added that the goal of the ceasefire agreement is to keep the peace and make the ceasefire a permanent in Munai and elsewhere in Mindanao. She said that if the ceasefire, continues, school children will enjoy their studies. She also said that schools will be used as evacuation centers if there are wars.  “Kung tuloy tuloy ang kapayapaan ay susunod din ang kaunlaran at maibibigay na ang inyong pangangailangan tulad ng health, education and livelihood”, Ferrer said.  She stressed that children has the right to live a peaceful life. One of the program, she said is the normalization.
