Infrastructure MOA signed between LaSur provincial government and municipal LGUs

Marawi City, Lanao del Sur-  Thirty-nine municipal local government units of this province led by its mayors  entered into a memorandum of agreement with the provincial government headed by Governor Mamintal “Bombit” Adiong,   Jr held at the provincial capitol complex.    

The infrastructure project worth P2 million per town will be implemented by every recipient municipality based on the needs of the municipality. The budget shall come from the internal revenue allotment of  Lanao del Sur, particularly from the 20 percent development fund.   

“We received these requests from June to this month and the projects range from a municipal complex road network, expansion of a rural health unit, a municipal parameter fencing, road repairs and rehabilitation, farm to market roads, barangay roads, multipurpose and open gymnasium, a box culvert with access road, municipal guest  houses, municipal hall buildings,  multi-purpose covered courts, and a public badminton building,” Adiong said. 

The MOA signing was attended by Governor Adiong and eleven mayors with their treasurers and representatives. Local executives who were not able to attend the ceremony can still transact with Trust Fund Unit inside the Executive Building by complying with all the needed requirements so that the checks can be released to their respective treasurers. 

Engr. Dimasira Macabando, Jr, the Trust Fund Unit head disclosed that all projects implemented will be monitored by the provincial government. Failure by any municipality to complete the project after submitting all the liquidation documents bearing the expenses incurred, the provincial government shall continue the project. “The project of each municipality has a 40 day maximum completion date upon the submission of all the requirements by each municipal LGU and the release of the funds to them,” Macabando said.   

“We have complete faith in our mayors that they shall abide with what we have agreed, we look forward to seeing all these projects implemented, hopefully within the year so that immediately our municipal constituents can be benefitted as the requests really came from them through their leaders,” Adiong said.

lawyers debate whether mayor is victim or not of injustice

Iligan City - Two lawyers here over the weekend debated over the question: Is mayor Celso Regencia a victim or not of injustice?
 
Atty. Samson Dajao was on the affirmative side. "Yes."  Atty.  Rejoice Subejano was on the negative side as in  "no he is no a Victim of injustice."  To note mayor Regencia as of press time is at large following the issuance of an arrest warrant by Judge Marissa Estabaya of the Regional Trial Court, Branch 44 at Initao, Mis. Or. who has jurisdiction of the case involving the ambush of Cong. Vicente Belmonte Jr. last Dec ll.  

Three counts of murder and 4 counts of frustrated murder was filed vs. the mayor and 9 others. Dominador Tumala who was found a few days after among the bushes in the vicinity wandering aimlessly is the principal witness. Initially when people first saw him there he was thought to be a person who did not have control of his mental faculties
   
Moderator of said debate was Atty.Ver Quimco who kiddingly referred to it as "sinabligay ug laway" (throwing saliva") between the two. Each lawyer was given ten minutes each 7 for constructive speech and 3 for interpolation by the other.

Dajao a former prosecutor drove home the point in his speech that the issuance of the warrant was done in a hurry. Without due process, he articulated. Panel of prosecutors just decided that there was probable cause to indict the mayor et al.

Subejano on his part questioned Dajao that in order to be considered that there was injustice and that his human rights were violated, was he not given the right to get a lawyer "of his choice"? In the person of Atfy. Orlando Salatandre?
   
Dajao answered in the positive. Therefore no injustice, Subejano concluded and that Belmonte only had a lawyer from the city obviously referring to him (Subejano). He added Salatandre lawyered for Ecleo who was convicted of killing his wife.  And also for Dennis Roldan accused of kidnapping.

Dajao though went on to say that "there were two affidavits submitted by Tumala. Per his info one affidavit had named ano

her person mastermind but in another a later one.  Regencia was already named the mastermind. Subejano said that it was the CIDG who had studied on the matter.

Dajao also brought to the attention the fact that the DILG who was involved in the case was under DILG Sec. Mar Roxas Liberal under which Belmonte belongs. That is why he said the warrant was out fast.  Thereby, saying that no time was given for the motion for consideration on Regencia's side for a motion for reconsideration for judicial determination of probable cause.

 Subejano said it was the CIDG that had gone over the documents and that "there was sufficient time allowed as "it took six months" and that there were 3 clarificatory hearings.
 
 Dajao through all these was poised to rebut all Subejano had said even as Quimco the moderator appealed to Iligan Light and Power to postpone the scheduled 8:00 am brownout as he appealed too to listeners to be "objective" about it.


 At 8:00 am though the power outage occurred and everybody was left hanging as the 2 protagonists including the moderator were silenced.

Acting mayor Ruderic Marzo yesterday said that it is his desire to legitimize unions of all live in couples. But they have to come up with the requirements he said. Those who spread such issue in social media is just making black propaganda vs. the administration.     
To note Marzo's six months stay as mayor will end October of this year. Acting mayor Ruderic Marzo yesterday said that it is his desire to legitimize unions of all live in couples. But they have to come up with the requirements he said. Those who spread such issue in social media is just making black propaganda vs. the administration.     

 To note Marzo's six months stay as mayor will end October of this year. But with the arrest warrant of mayor Celso Regencia in connection with the ambush of Congressman Vicente Belmonte Jr. last Dec .ll and with  Regencia still at large there is a possibility that Marzo's acting term as mayor here will be extended.

Young man shot dead at Saray

Iligan City - At about 2:50 in the morning of Aug. l8, police station 5 at Poblacion under Police Sr. Inspector Jupiter James Bandrang investigated a report of a shooting incident at  Purok 5 Saray.sehyisehyisesehyi

Per said investigation, it was learned that neighborhood of said place heard several gun bursts and subsequently they heard the voice of the victim later identified as Jenard Lendon , 33,  resident of said address.

Lendon saying "agay".  After which a voice said "tiwasi uloha Kay wa pa mamatay.". After which another gun burst was heard.
   
Investigations further revealed that victim had been newly discharged from the Iligan Reformatory  Center.
