Talusan, Zamboanga Sibugay- Relatives , friends, supporters and priests are shouting for justice for the slain church worker and two other who were allegedly brutally slain by members of the Provincial police. The town municipal officials are also appealing to higher government authorities in seeking justice and punish those perpetrators and conspirators in the blatant incident as what the PNP called as " One Time Big Time" operation in their Lambat Sibat Program.
In his letter to Congresswoman Belma Cabilao, Talusan Mayor Engr. Orlando Ajero Ramiso stated that last December 8, 2015 at around 3:00 in the early morning, the house of Bisilisa “Kiking” Lim-Llanos,the former town councilor and government employee and treasurer of local church was brutally killed by the Zamboanga Sibugay Police Provincial Mobile Force (ZSPPMF) due to the incident with maliciously obtained and service of search warrant to the couple Noel Llanos and his wife Basilisa Lim –Llanos who were accused of being Drug Lords and in violation of R.A. No: 10591 or Comprehensive firearms and Ammunition Regulation Act.
Supt William Gadayan, chief of the ZSPPMF said that the operation was implemented based on the search warrant issued by which it is not clear who issued the said search warrant.
"The incident was made with malice, criminal intent and cloth with political scenario where ZSPPMF is too numerous to conduct the search warrant and the vehicle used were the provincial dump trucks ,that in my mind the issuance of search warrant but the real intention is to kill Kiking Lim-Llanos”, Ramiso stressed in his communication letter.
Ramiso stated that prior to the service of search warrant, the PNP raiding team did not inform Llanos family instead some PNP personnel climbed on the wall and in the roof of their residence and destroyed the steel gate to get inside the premises.
The husband Noel went out and fired a warning single shot in the air, believing that robbers are in their house for it was experienced with their family who already experienced when one of their relative was kidnapped. The peace and order situation is not yet stable. “It was with doubt why they did not shot the husband but only the wife “ Ramiso said in his letter.
He added that the PNP team searches all the premises inside and outside, a violation of the procedure under the Revised Rules of Court in the conduct of service of search warrant. Name plates were detached and other used bonnets to conceal their identity.
“ After the raiding team left, it was discovered that jewelries and money of the victim including the church money were lost and somebody in the vicinity saw that one of the PNP raiding team took it”, Ramiso disclosed in his letter.
Almost the same hour on the same date, the same incident occurred in the house of Bantay Dagat employee, Edris Muhamamd who was also killed and simultaneously hit and killed his cousin Nasra Muhamamd who was a four month pregnant. His wife Lydia was also hit in her stomach, left leg and thigh. Alabaina Muhammad and a four (4) month old baby Fatima Ayessa Muhamamd and Papay Jawari were also hit by stray bullets. Luckily the son’s victim survived when he jumped into the sea.
“The reason behind was that search warrant was improperly served “,Ramiso stressed.
The house of Julito Bacalso, Assistant Head of Municipal Treasurer's Office was also destroyed.
Ramiso also disclosed that Cafgu detachment was also confronted with the PNP in the wharf area and mounted a 60 caliber and ordered to lay their firearms in which the Cafgu did not obey and instead Cafgu commander ordered to get ready for a possible bloody confrontation but it was settled when the elements from 44th Infantry battalion arrived.
Ramiso is now appealing to higher authorities to help them for whatever advice, legal measures in order to seek justice to the victims,to their constituents who at present in trauma due to the massive burst of gunfire that happened in the thickly populated area.
Meanwhile, a prayer rally will be held at Ipil Cathedral in Ipil,Zamboanga Sibugay today,organized by Ipil Diocesan to ask justice for the innocent victims.
Father Ondoy of St. Vincent Parish church said the incident was a barbaric operation because of wrong system which the couple should not be treated as criminals, hoodlums, notorious and wanted persons.” This is a human rights violation in which they made illegal entry in the couple house and a brutal killing was executed”, Ondoy said.
Father Ondoy is also seeking help to PNP Chief Director General Ricardo Marquez for an investigation to the Provincial commander of Zamboanga Sibugay Supt. Cleve Tabuso.
Judge Josefino Bael of Imelda RTC Branch 31, said the search warrant was not properly executed or implemented by the PNP.
Father Ian Conturno, Ipil Cathedral Parish Priest was alarmed after the killing of Lim-Llanos. He claimed that he knew Lim very well and clarified that Lim is an innocent person. “We will seek justice to this brutal killing, the PNP command should be investigated and all other PNP personnel who were involved in an early dawn raid” Conturno said.
The family of Lim is set to ask the assistance of the Bureau of Investigation and the Commission on Human Rights for them to have justice in the killing of Lim-Llanos and the two victims.
